Labour entered a political maelstrom this week when they spectacularly back tracked on plans to force some dog owners to purchase compulsory insurance. The proposal had been part of changes to the Dangerous Dogs act designed to limit the affects of so-called killer breeds. While this U-turn will no doubt cause a fluster at Westminster the debate has at least succeeded in highlighting the importance of controlling pets while out in public. Dog leads should be a vital part of any owner’s equipment. However a surprising number of people seem content to let their pets run free.
While most people would never think of breeding an animal for specific purposes of violence, even the most docile individual can get out of control. For other walkers, the sight of a dog set free can be intimidating, especially if it is one of those breed demonised in the press. Owners therefore have a responsibility to maintain control of their animal at all times not only for reasons of safety but also for the peace of mind for those passing by.
Of course, many people will object to restraining a dog’s compulsion to run free. When they are out in the country they will wonder why they should keep their dogs restrained. Dogs have one thought when they see sheep – chase them. It is part of their nature, but can cause heartbreak. In such instances the blame will lie with the owner who should have kept their pet in check around animals.
